That would indeed seem to be the answer indicated by canon. Struck me as a bit of a missed opportunity once she brought it up, but maybe we were the only ones.
Does it also depend upon the elf in question's attitude to a potential article of clothing? Dobby received Harry's sock via Lucius, rather than L's won, but was prepared to leap at the chance of freedom. Kreacher had now converted to being willing to be owned by Harry, so did not?
May be something to that. I have an image of Kreacher, so maniacally devoted to service in his own particular way, suddenly being informed that he has all unawares been free since last autumn and having not the faintest idea what to do about it...
